What is MIS and M&E

Dear All, I know this has got nothing with any programming languages but i searched and googled alot but i was not able to find out good knowledge and answers. 1. What is MIS & M&E 2. Why we do need to merge these two Units, If not what is the consequence. 3.What is the benefit if these two Units are independant. Thanks and your query, idea are really appreciated.
