Changing colors of an image

Hello all, I have an image with black pixels, I want to convert all the pixels to a certain color. How can I do that without setting all the pixels that is black to that color ? I thought something with the color matrix gdi supports. Thanks, berlus.

Get the Location Color of Pixal then Create a image according to Your Requirement.
