The first country to start welfare was Germany, and it was indeed to stop the people from revolting. However, the motivation of most Western countries has been to care for those in need, something that was desperately needed under your beloved capitalistic system. The government didn't play half the roll you'd like to think in this collapse, but perhaps if we actually taxed the fuckers along the same lines as we did in the 1950s we could start making real progress in accumulating a fund to pay off the debt as it comes up.
