          Oh, I wouldn't worry about it. It's Raytheon. They'll spend the 100 mill and produce a piece of shit that won't work, coupled to a stacked test program designed to make it appear to be a success. Congressmen will be too ignorant to understand the technical details, but will be terrified of being cast as soft on... oh, something or other... and so they'll vote to increase the program's budget by a couple of orders of magnitude, with the proviso that Raytheon will correct the problems with the test program, since, in spite of Raytheon's best efforst, the product won't even be able to pass tests designed to be fail-proof. (No need to fix the product; the problem is with the tests.) Not that we've seen this before.

                How about the NSA and Feds leave the internet alone and let the nuclear plants disconnect from the web. It is extremely stupid to connect a nuclear reactor to the INTERNET! This is clearly designed to crack down on the web. They will stage a cyber attack where there will be a big power outage or a scare of some type, and that will be used to push more crackdowns on the internet. Just like 9/11 was used to shit on the bill of rights and establish a surveillance police-state, just as the BP oil spill that the Feds will not permit to be cleaned up is being used to push Cap & Tax (it has to be a big enough disaster to make the stupid sheeple cry and beg for more government to fix it), and their next stage is cracking down on the web. They already got a bill that allows the president to issue a shutdown order to all ISP with threat of fines and other legal actions if they refuse.

Actually, it applies to everyone, but sometimes it just goes too far. The basic concept would be something like: I think x should be banned, but don't know enough about it --> I go to websites researching "why x should be banned", and I'm outraged (or impressed or whatever) by how many good reasons there are to ban x (and there will, always, be good reasons, at least from someone'e perspective) --> My belief in banning x becomes stronger --> I join a few ban x groups, and meet people who provide me with yet more reasons why x should be banned. This sort of thing spirals out of control in a kind of self-validating infinite loop. I also suggest you read the book "Foulcaults Pendulum" by Umberto Eco.

                        The Internet is mentioned only twice in the article: Perfect Citizen will look at large, typically older computer control systems that were often designed without Internet connectivity or security in mind. Nowhere is monitoring of the Internet mentioned. The 'sensors' are not placed 'throughout the web' but within the system being monitored. The decision to connect control systems to the Internet was to allow instant access to systems by specialist employees and contractors when off site. It was a business decision. Why not contact the power companies, and explain to them where they went wrong? BTW: Don't let them know that your PhD means 'Prepares hot Dogs'.
