Why my own Today-Item on home screen will always over other item?

Hi, all! I have make a today-item on home-screen. I find a problem. That I don't know how to make the order of it in registry. At first, I make the order as a value different with any existed item. But I find my item will always over a existed item. The order's value of the item been over is somewhat greater as my own. I don't know what should I do to avoid the over. By the way, I notice that the value of order of these items will change at some time, except my item. I am wonder if some applications are monitering this value, and modify it as the condityion? Or I should write some code to process a message I'm not process now? What should I do? Pls help me! Thx!
