        It's not Windows *Mobile* 7, it's Windows *Phone* 7. Windows Mobile 7 was a product that never made it to the public. Just zoom into the web page to the area that you want to be your tumbnail, open the menu at the bottom, and select "Pin to start." You cannot programmatically do this. The only way your web app could be pined to a user's home page is if she chooses to do so herself.
