        Sir; you can use on of the following:

        string content = ReadFromDatabase();
        control.Attributes.Add("title",content);

        <HTMLControl title="<%# Eval("Content") %>" />

        or

        <asp:WebControl ToolTip="<%# Eval("Content") %>" />
