Can't vote on an article from within my organisation

It says Someone at your IP address has already voted for this item. Can we not identify individual systems from an organisation? I guess it does because I know we can change our vote on an article. And if it is, why can't I vote?

By cookies, potentially, but this has been put in place to limit vote rigging by mates and collaborators.
