I guess the feature you describe requires some minimum reputation (which is silly)? I don't see a red flag anywhere. Is it my browser? Care to share a screenshot?
It's a minimum reputation thing, but it's not silly. If it wasn't there, then anyone could just create five or six sock puppets and ban anyone they disagreed with. And we do have members who would do that on an hourly basis... :sigh:

You'll get there! If you click on your username in the top right, and look at the "privileges" tab, you'll see it needs only silver in one of several categories - and it doesn't take too long to get a silver!
