      On Windows platform, Visual Studio Express 2013 for Windows[^] is the best, in my opinion.

        There are a lot of factors that affect how you choose a suitable IDE. Since you're a beginner, I would suggest an IDE that comes free. As CPallini suggested, I also think Visual Studio is the best IDE on the Windows platform.
