Article of the month is primarily based on how popular your article is. This is a weighted score, so votes from people with a higher reputation count far more than someone who set an account up today.

Is it based on reputation or based on votes?

The articles are picked based on a mixture of things like their popularity, votes, downloads, bookmarks, comments etc. and of course if they fit within the category guidelines.
You don't have to nominate yourself. If your article belongs to the top 10, it will automatically be added to the voting form.

The votes received forms a large part of it - but, as I said, these votes are weighted.
