"Not publicly visible" Messages

    Does the poster get a notification (on CP or email) for a "Not publicly visible" message when the moderator thinks it's is not appropriate and deletes it from the moderation queue itself? Also, if the message itself is not spam or abusive (but "may" not be appropriate for the forum - like social/public matters*), is there a penalty (like rep-point or +1 towards account nuking) for the poster against the deleted message? -- EDIT * not politics, but a "strong" opinion
