Error 1053: The service didn't respond to start or control request in a timely fashion

Hi, I Have created a windows service which consumes a web service to send data to other server. I am getting Error 1053:The service did not respond to start or control request in a timely fashion I tried increasing ServicePipeTimeout to more than 2 mins... but getting the same error And I also tried that, eliminated invoking the consume web service method in on start event.
