    I heard this at a large financial institution. What they thought it meant was "we need to put proper procedures in place to avoid the project going out of control." What it really meant was: * I don't know who is in charge but it better not be me. * I don't know whose budget this is coming from but it better not be mine.

        I worked at a (relatively) large financial institution that used that terminology in the same way. After I left, it was purchased for pennies on the dollar (no fault of mine) after the stock tanked (went from $32 to $1.67 or so) by another large(r) financial institution which probably uses the same terminology in the same (terrible) way. :laugh:

          The company I am at uses this term all the time...before any work gets done approximately 5 documents need to be created and signed off that detail the proper governance. I always thought it meant "we need to identify who to blame when it goes wrong".

                  Yeah, that's more likely. When I was project leader and we started a new project, I always talked to my team and said. " The most importsant item is to decide who we will blame for any problems and the answer is easy:"It's always the consultant's fault. If you can't live with that, don't be a consultant."
