Can you give me some pointers to develop a Java/Android chat app?

So, I need to create an Android Java chat app, but I can't use Firebase. I'm basically lost, as I don't know how this can be done. I only know Java, Android and MySQL, and I'm guessing I need to use much more here. Can you tell me which technologies should I use in each step, and what for, so I can understand exactly what to I need to do to make this work?. It's a project that I should be able to complete within a few hours, so keep it as simple as possible please. (And, if you don't think it can be completed within, let's say maximum 15-20 hours, can you explain why so I have an excuse? haha). If you know of any tutorial that might help me it would be much appreciated, because I couldn't find anything that doesn't involve the use of Firebase or similar stuff. Thanks.
