    I wonder how much of that is idle resources that they've forgotten to shut down.

      How? Several months ago, out of curiosity, I tried pricing out a fairly straightforward cloud service. Even after a ridiculous amount of research, I was stumped with half the options.

          Of course... how else would they scam you that much $$$ setup your business online (while running theirs)?
