Developing Plug-Ins for Outlook Express

Hi All, How to develop a plug-In for Outlook express. I searched with all possible keywords and the only plug-In that I could see was the PGP plug-in for OE. So that is a living proof that I can infact write plug-ins for OE. I want to custom encrypt and decrypt my messages whenever the user sends or receives a message. Possible?:confused: TIA, VLN
