Vector Icons

Currently, Windows icons consist of various bitmaps with different sizes. Are there any reasons why Microsoft wouldn't implement vector icons, apart from not being backward compatible. It would make the icons in small formats a lot nicer! Albert Einstein and Marilyn Monroe were seated together at a table.
