Tool to increase the quality of MP3 song?

Hi, Is there any free tool/utility to increase the quality of an MP3 song? An MP3 song with 128kbit doesn't sound as nice in my MP3 Player as an MP3 song with 192kbit. Is there any tool to increase the "kbit" of an MP3 song? By the way is this "kbit" the rate at which the original analog song was sampled at when it was converted to digital format? Thanks, Melwyn

No. MP3 is a lossy codec. When the MP3 was originally encoded at 128kb/sec, you've lost data. No. It's the size of each second-long "chunk" in the MPEG stream. Most MP3s are encoded from an uncompressed digital source, such as a CD. When an MP3 is encoded at 192kb/sec, each second of uncompressed digital audio is squeezed into a 192 kilobit block (the actual MPEG blocks may be smaller than this, with multiple blocks per second). - Mike
