View who's accessing a file/directory

What API'should I use to retrieve the user that have currently opened a specific file/Directory ? Thank you in advance

There is an article around here somewhere on how to find out what process is locking a DLL file... but I don't know if there even exists a way to see who's locking any other type of file. I wish I knew, but have never been able to figure that one out... :confused: Remember, even if you win the rat race, you're still a rat.
