It doesn't take a program to do that. The registry value HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\ Services\UsbStor stores that function. Another approach is to prevent rights to \Inf\Usbstor.pnf and \Inf\Usbstor.inf files.
