No. FTP servers normally don't support that functionality unless it is an implementation specific extension, and I don't know of any that do. Normally, FTP servers don't support exclusive access to files being downloaded. The problem is the status of the file can change in between the request for the locked status and the start of the actual download. So with that in mind, by the standard specification, when you start the file transfer, the server can respond with a '450-File unavailable' error.
