Well, I've played around with the demo of SketchUp before. It's kinda like an easy to use verion of 3DS Max and Maya, but with less funtionality and less realistic renderings. Now, from Google's standpoint my only guess would be using something like this in conjunction with their 3d maps and/or maps of the city.
