A sherrif in one of the southern states did that and it reduced problems in the prison and the reoffending rates. That didn't stop one or two idiots telling him off for it though :wtf: I like that guy, he came up with a low cost harmless deterrent (the pink prison outfits probably helped). The tigress is here :-D

I think no choise is completely random. Thers is always a reason, some times on the level which we can't see.
