Don't Find "iphlpapi.h" header File

That file comes in the Windows Platform SDK and should have been installed with the full versions of Visual Studio .NET. I don't think it comes with the Express Editions. Google for "Platform SDK site:microsoft.com" and you'll come up with the link to download it.
