At the cost of making the user download it separately and reinstalling a vector for security exploits. Unless it was changed the license they're making winhelp32 available under explicitly prohibits 3rd party distribution. It was yanked from Vista because MS couldn't fix all the security bugs that it had without breaking functionality.

But HTMLHelp has been around since what, Win98? You've had 9 years to convert to a much better help format and reader. Classic WinHelp is just god-awful and I've been saddened by every application I've used that continues to use that old format for help -- especially those that have been created since HTMLHelp matured.
