Who decided that? Last time I heard it was all still a big debate between the music and movie people.

It's a backronymn [^] - it was originally "Digital Video Disc" until people started using them to store data, so they changed the "V" to be "Versatile" instead to better suit the format's usage!

Well, according to wikipedia: DVDs were originally designed as media for audio-visual data, and as such the abbreviation originally stood for "Digital Video Disc", regardless of the fact that the medium could carry any data. As the format inevitably came into common use for other data storage, a different semi-official expansion was created, namely "Digital Versatile Disc". However, "DVD" officially does not stand for anything.

I prefer "Digital Video Disk". "Digital Versatile Disk" just sounds retarded, clearly it should have been "Versatile Digital Disk" or VDD if that was the original intention.

The first, the second, both, and neither. As mentioned in the history, the meaning changed. But with various legal issues throughout the world, acronyms have a harder time being offcially registered as anything. By removing the meaning of DVD and having DVD symbolized rather than being an acronym, you can legally control its use (amazing huh? ) In the late 90's many companies started dropping meanings behind their acronyms. I worked for SRS at the time which was one of the first to do this. The orginal meaning had something to do with Radar Systems, but they had long since expanded. Rather than continually changing their name, or acronym, they simply removed the acronym meaning and SRS was a symbol of the company. Piece of cake. SGI (originally Silicon Graphics Inc.) followed along with many others. Since DVD was struggling over the conversion from Digital Video Disk to Digital Versitile disk, the powers that be just decided that DVD was better as a symbolic representation rather than a true acronym... The DVD forum still refer to the V as versatile, but the DVD is a trademarked symbol rather than a true acronym. http://www.dvdforum.org/faq-dvdprimer.htm#1[^] The DVD forum is a collection of commercial companies who control the format and trademark of DVD.

the DVD forum who controls the license for the use of the logo and format. However, they have not been able to stop common usage.
