The Lounge is a place where you can discuss anything that takes your fancy. If you just want to laze about and discuss things that don't quite fit elsewhere, then this is the place.

Definitely let your manager know that your work has completed. Give him the opportunity to tell you to relax or 'self-study' or whatever until the next assignment. If they had work for you and you putzed around all day and did not let them know, they could become quite angry, and rightly so.
