http://support.microsoft.com/kb/140469[^] documents what 'minor error in file' means. The fact that it's continually restarting suggests that some other file has become corrupted. It's probably generating a bugcheck (STOP error, blue screen) but is configured to automatically reboot when this occurs, so you're stuck in a reboot cycle. I'd actually replace this hard disk. Once you have the OS up and running again on a different disk, you can plug the old disk in and see if you can recover the data from it. If you don't care about the data on it, try running an in-place repair. Read these steps[^] for how to do this.

You don't need to plug another hard disk in to recover the files on the old one. Come on. You just need a nice linux based live cd. Slax[^] is great for the job and it has a nice and easy gui. And it requires no install whatsoever, it'a a live cd. Check it out :) Cheers.
