Promoting deleted files in Team Foundation Source Control?

    Is there a way to do this? I have three branches of source control representing Development, Test, and Production (I know - I fought against it), and when we deploy things to the next level, we do a "merge-down", followed by a "merge-up" to synchronize the branches. Problem is, if I delete a file from the Development branch, I want that file to be deleted when you do the "merge-up", but there seems to be no good way to accomplish this? I really need this to work somehow - I don't care if it's a dirty workaround. I have hundreds of bogus files in the Development branch, and I deleted them, but I don't want to have to go find them all in the other two branches and manually delete them there because it took me 3 days to find them all the first time - and I kinda knew where they were. Don't want to repeat that, when I've already identified the files that need to be deleted. BTW, I did verify that the "merge-down" did not replace the deleted files in the source branch - so it's a situation of the file being missing in the source branch and present in the target, and I can kind of understand why this might not look like a change that needs to be merged, but I really just need the "do what I wanted" button on this one. I also tried the baseless merge option, but it still won't delete the files in the target. Why can't I "merge-up" the "delete" operation?!
