It seems like a lot of the help compilers are just a UI front end but still use the HTML Help Workshop compiler to do the compiling. Is that correct? I have used the HTML Help Workshop but it seems to have some issues with corruption when there are lots of files to be compiled. Is that just a problem with the HTML Help Workshop frontend, or the exe used to compile the .chm file? Thank you.

I've evaluated many, and all of them did. If you are good with any HTML editor, have some time to learn the quirks and technology of HTML Help Workshop, and don't have to complex help files, it is good enough for you. Help Makers usually add some or more of the following features: * can be used by "office people" * don't need to learn HTML Help technology and terms * Collaboration tools * Managing complex / large help projects * Simplify getting stuff into HTML (e.g. images) * Various types of documentation from one source (printed manual, CHM, web help etc.) * Crappy technology, product lockin, ugly output, fake simplicity and random input rejection (well, the latter is the one WE ended up using)
