.dll File Assocation: Dangerous?

Hello, I am currently working on a program that will allow users to install Paint.NET plugins by right-clicking on them. However, Paint.NET plugins use the .dll extension and I am asking whether it is dangerous to add an action verb to a dll file. Thanks in advance.
