About 10 years ago back in England, I used to work for a large Japanese PLC manufacturer. Our team was in charge of the networking and integration, as well as various tools and low-level items such as the Memory Inspector, Network Transport, Configuration etc. The other team was in charge of the compiler and IDE. THe target platform was Windows NT 4 (previous version was for Windows 3.1). One day, we get word that some small Eastern European country wanted to use our PLC's and compiler to control a nuclear power station! Unfortunately, I left before the product was released (emigrated to USA), and I didn't find out exactly what happened. But I distinctly remember most of the teams reaction was the 1998 equivalent of "LOLWUT!?".

Yeah somewhere near Lucas Heights or Woomera. Actually I don't think Australia's a great choice in the "avoiding nuclear material" market. It's the world's biggest exporter of uranium. I remember during the height of the cold war people moving to NZ, because it was one of the least likely places to get nuked (estimate was only one place worth frying - Aussies warm up your sarcasm). Especially after NZ told the US where to stick their minuteman missiles (minuteman also make vacuum cleaners - strange but true). Except most of these neo-hippy-pacifist-apocolytes moved to Nelson, right up close to the most significant vestige of US imperialism in NZ - that one place worth nuking mentioned earlier.

Well if we're considering the propensity for your choices to have nuclear accidents of their own - then from your list I'd suggest Antarctica. Failing that maybe Palau, at least if it wasn't for the threat of rising sea levels.
