I don't know for sure but I suspect he's thinking about improving the functioning of the Homeland Security Department and maybe creating some kind of internship / civilian associate program to supplement it. My parsing of the comment was that he wants to beef up domestic civilian components of the national security infrastructure so the military can focus on its international mission.
I'd be willing to bet money that if McCain had said it, you be speculating about how he intended to setup a police state. Complete with colorful intricacies of Rex 84 camps, FEMA death trains and NorthCom deployments. However...

However, those whom it would be inflicted upon think I'm PURE EVIL just because my perspective leans even a tiny bit to the right. So it's not like I'd be loosing points with them... On the other hand, in truth, they aren't the ones whos points matter to me.

We've got to have a civilian national security force that's just as powerful, just as strong, just as well-funded." First, why do we need a second military. Second, who is going to pay for this baby. Why is it so hard to find out more about this "plan"?

"We're going to send more college graduates..." Pause "We'll call on Americans to ..." Pause "We will enlist veterans to help ..." Pause "And we're going to also grow our Foreign Service, open consulates that have been shuttered, and double the size of the Peace Corps by 2011 to renew our diplomacy. We cannot continue to rely on our military in order to achieve the national security objectives we've set. We've got to have a civilian national security force that's just as powerful, just as strong, just as well-funded." Pause I heard this as Obama indicating that he would seek to use diplomacy and 'good works' (civilian), rather than the military alone, to achieve national security. Thus the "civilian national security force" is the Diplomatic Corps, the Peace Corps, et al, and it should be on an equal footing with the military. Bloody paranoid, the lot of you. :)
