Gotta love the bloody media. They may as well have written, more accurately "HOUSEHOLDERS would be charged for each glass of water you tip down the sink under a radical new toilet tax designed to help beat the drought". It's the same thing. Though maybe if they spend a little time fixing the bigger problems, like poor placement of dams in relation to the clouds. I mean - it can't be that hard. They are fairly easy to spot.

"As nearly all of (the homes in) mainland Australia's cities and towns already have water meters, introduction of a volumetric charge, such as that used in the City of Bellaire, would not be difficult to implement.''

They only need to meter the water consumed. Naturally, some is going to come out eventually, but some does escape as moisture in the breath, in food. Don't forget, water consumed in place A could be deposited in place B.

Most municipalities in the US already do that. The charge for sewage services is based on water consumption, so you get to pay for it coming and going, so to speak.

Anybody ever tried to create mobile, inflatable dams? You know, truck em around and pump em up under clouds... no, didn't think so...
