It's the definitive moral compass for all mankind, despite the fact that it is so vague and unintelligible that it requires special training to pretend to have authority on it. Evil is a purely subjective state: that which one culture accepts as everyday ritual may be seen as evil by another. My definition of evil (someone who frustrates others with tedious cryptic puzzles) may not be yours. :-)
