these requirements are mutually incompatible. Home versions of any system utility are loss leaders to lure IT bosses into buying that version for servers at work at a huge markup.

A few months ago, a post was made here linking to a promotion for a backup utility worth ~$50 that was available for free download for 24 hours, later extended to 48. Does anyone remember the name of that application?

You might try good ol' xcopy.exe The /D switch can be used to copy only files whose source time is greater than the destination time and /H allows copying system and hidden files.
