John McCain stated in the US Senate that he cannot understand why Defense contractors can't produce military projects with stated prices (sticker price) like Microsoft (or Cisco) does for their products. :confused: I for one wouldn't want to fly in a military aircraft built to Microsoft QA standards. :omg:

I think DOD is mssing the mark. Follow the Apple IPod business model. Design the military project in the US and outsource the manufacturing to China. ;P

Yes but the 2 FPS during critical phases of flight might cause some real world difficulties. After all not all aircraft are running Vista with a DirectX 10 capable graphics card.

I can almost see/hear it now ... [Inquiry Board] and then what happened captain? [Pilot] Well Sir. I was at 19,000 feet when my MS-F22 started to download updates, and suddenly my HUD had to restart. Unfortunately, that caused a main engine shut down, and I started to plummet out of the sky. [Inquiry Board] and did you initiate that update Captain? [Pilot] No Sir. It was forced on me. Something about a required hot fix? [Inquiry Board] and explain to us what happened following that. [Pilot] Well Sir. My engines did come back on-line, but immediately after the main engine start, the system indicated it needed to eject before continuing, and the next thing I knew, I was outside the aircraft, parachute open, headed towards open sea. :rolleyes:

Heck, when I worked on the security system for the MX Missile Train it was such a hodgepodge of COTS and custom crap that I thank the day the project was cancelled. Marc

I well remember! This[^] was my baby, at least all of the Basing Support Equipment. What a bloody mess that was. Every time I presented budget and schedule info to the CO I started with a slide that read - "Peacekeeper Basing SE; Don't Peek, and You Won't Get Scared!" What idiot spec'd HP computers, COTS ATE, and laid a requirement for NucCert on the system? :doh:

Anyone who has worked in the military industrial complex can answer that question! The government can't keep its nose out of contractors business - from who it can hire to who it can use for subcontractors. The quarterly report on minority hiring alone is enough to drive one batty and that is only one of dozens of reports they want. None of which has any value added to the product. But worst of all they don't want what’s on the shelf (COTS - Commercial of the Shelf). They want it just like that but different. In quantity two. Who cares if you have to buy a truck load of material to get certified parts. They only want to pay for the two they ordered. Of course they want you to call it COTS so they can show congress how responsible they are with tax money. Would you please fill out this 150 page compliance report for us saying you added a vibration test to that screw driver for commercial reasons and not for them? And sign it under penalty of criminal action. In many ways they are a great customer, but cost effective is not a phrase they understand.

If they stopped playing change the requirements in mid stream getting fixed upfront pricing would be much easier; and not insisting that reqs remain unchanged when the R&D phase results in new stuff being much more expensive than expected. The way commercial companies cover this is to set the price well above the minimum needed to break even; he'd be shitting a different sort of brick if contractors did that.
