Once upon a time the government with Ruling Party XYZ.. had a vast scrap yard in the middle of a desert. Ruling Party XYZ Said.. - "Someone may steal from it at night." So they created a night watchman position and hired a person for the job. Then Ruling Party XYZ Said.. - "How does the watchman do his job without instruction?" So they created a planning department and hired two people, one person to write the instructions, and one person to do time studies. Then Ruling Party XYZ Said.., - "How will we know the night watchman is doing the tasks correctly?" So they created a Quality Control department and hired two people. One to do the studies and one to write the reports. Then Ruling Party XYZ Said.. , - "How are these people going to get paid?" So they created the following positions, a time keeper, and a payroll officer, then hired two people. Then Ruling Party XYZ Said.., - "Who will be accountable for all of these people?" So they created an administrative section and hired three people, an Administrative Officer, Assistant Administrative Officer, and a Legal Secretary. ThenRuling Party XYZ Said.., - "We have had this command in operation for one year and we are $18,000 over budget, we must cutback overall cost." *So they lay off the night watchman*.
A new road need to be build in Romania. The state holds interviews, so it can select the road company with the best offer that will build the road. A German company comes and says that they will build the road for 100 million dollars. That's sounds pretty good, and we all know the Germans are hard and responsible workers. Then an American company comes and says they will do the job for 200 million. How come? Well, 100 million is the cost of the road and the other 100 is for assuring the security of the site during the work stage. Hmmm... We'll think about it. In the end, a Romanian company comes and says they'll do it for 300 million. Now, now, that's way too much. Yes, but 100 is for us, 100 is for you (the state officials) and the other 100 will be paid to the Germans that will build the road. Congratulations, the project is assigned to you!

I may have exaggerated the proportions, but yes, faked state contracts are common. The media brings these into the light, but the law system is so corrupt that most of the time nothing happens to the scumbags.

Rather: we're overbudget, so we have to nationalize all scrapyards and tax everyone who drops off their junk, tax the property owner (scrap the nationalization idea), add a tax for hazardous waste, and tax the steel industry for future scrap disposal. Marc
