Proxy server is not applicable in my case. The error occurs for "Send" during "Send and Receive All." Curiously, Receive does work. Do Hotmail operators intend that I receive PORN-related or politically suggestive emails while unable to send my personal emails? I resorted to this open public announcement after 4 correspondences did not generate any acknowledgement of their addressing the actual problem.
