Shall I waste my time looking up and linking to some of your rants?

4 km per hour is within the margin of error. It's ridiculous. It's also roughly half of 5 mph. That means they nailed me for 2 mph over the limit. Also 45 euros is about 60 USD, so double that and I got penalized in a manner consistent with your ticket. I'm not whining, I'm pissed off. There is a difference. And it's not the only idiotic thing France has done to me. There's list of stupidity about 20 pages long. This was the last straw.

What kind of road were you on? If in a built-up area with a school with a very low speed limit, then this 4km/h could be important. If not, the authorities are being somewhat pedantic. You mentioned "margin of error", that is a very credible defense. Reason, vehicle odometers are legally permitted (in Britain) a tolerance of +- 10% accuracy, unless you knew you were exceeding whatever the speed limit was, in which case, you are probably on to a losing wicket. However, long time no speak. How are things in general ?

My license was taken away from me for not having insurance. After all their fees, I still have to prove to the state that I'm paying high risk insurance. I've never had an accident, just 4 minor traffic violations ONE FOR HAVING MY CAR PARKED IN FRONT OF MY HOME WITH EXPIRED TAGS  I couldn't afford insurance in the first place, so now they enslave me with higher costs. Of course I drove for months with expired tags and no license. Finally it caught up to me and I couldn't avoid the tow truck any longer, as I was driving out of my complex the tow truck pulls in, slams on the breaks, and yells "HEY HEY STOP!" They never got me and I have it safely parked now but I hate the system.

Good. What happens when your layabout ass hits someone and damages their property? Do you have 10K in the bank to pay?

Whiner. Mine cost $120 US dollars for 5 miles an hour above the speed limit. But I don't wish to take down a country for it. Although they did reduce it to 109 since I paid in cash.

I'm not saying you don't have reason to hate France. :) Just that considering my last ticket and your post it sounded like whining. ;) Not that there's anything wrong with that of course.

Do you realize that when you drive without insurance you are risking not only your transportation but other people's as well? Regardless of how good of a driver you are accidents do happen, I went well over a decade before having my first. Assuming an accident does happen in which you are at fault, how will you compensate the other party for the damage you did? Will you even try? Will you be just another scab and force them to sue you and never collect a dime even though you did damage their property?

Lets put it this way, I was paying about 500 something every six months for basic insurance. I'm not giving insurance companies my hard earned money. If I owe someone for damages, they will get paid with the money I saved not paying for insurance. I paid thousands already, thousands I could have stashed away in a CD or something.

The transportation is under risk regardless. A crash is a crash.

Lets put it this way, I was paying about 500 something every six months for basic insurance. I'm not giving insurance companies my hard earned money. If I owe someone for damages, they will get paid with the money I saved not paying for insurance. I paid thousands already, thousands I could have stashed away in a CD or something.

Agreed. But, do you have enough money in the bank to replace or repair somebody's new car?

I disagree heavily with forced insurance. Talk about TAXES! I've paid enough insurance over the last 24 years to buy a new car and never filed a single claim.

                                        This statement is false

It depends if you are talking insurance for property damage or insurance against injuring someone... Over here, your car registration includes a (quite hefty) portion that pays for your CTP insurance - compulsory third party insurance that covers you against injuring or killing another person. It doesn't cover you for property damage. If you don't have CTP (and the only way that can happen here is if your vehicle is unregistered) there are hefty fines. HOWEVER - you do not have to have normal insurance (to cover damage to property), and I personally know people who "self insure", ie: they don't pay an insurance company and are happy to cover damages privately. I did this when I had a motorbike worth $2000 that was going to cost me $900/year to insure.

In surveys, around 85% of drivers state that they are above average or better.
