I was wonder if it was possiable to create a bar code reader for in c# for a windows mobile device which can use photos taken by the camera while the program is running. Also is it possiable to pass another program information and reutrn this information back to my c# program? I am doing research into a possiable dissatation preposal to create and GPS orinting game. Any help on how to do this would be very helpful.

I'm not sure about C#/WinMo but there's a few Android offerings that may be good for research purposes for you. One of the apps hooks into this[^] I believe.

Google around for "Augmented Reality", a few apps already exists, e.g. Wikitude and Layar. Although they're not games, they might prove an interesting read for you.
