I'm not entirely sure why script-kiddies people create these sites. Other than a brief 'WTF?' what purpose do they serve?

Ad revenue of course! In all honesty, the site is a great idea to generate some quick revenue. Assume the guy has an existing hosting service, and paid $10 to get the domain name. All he has to do is let it sit and he'll rake in the nickels and dimes. Is he going to get rich? No. Is he going to pay for his coffee? Probably. but really, that particular site may actually make decent money. Doing a quick adwords lookup shows that the keywords he would be interested in are selling for good money. I would bet he's seeing $2+ per click.
