As a cheaper suggestion I'll suggest 10' of 1" PCV pipe and a rolled up poster to make a bell on the other side. It's obnoxiously loud even on the other side of a cinderblock wall.

If you want to make it REALLY obnoxious, then instead of blowing into it, hook up a speaker and blast the most annoying music imaginable... Basically anything from MTV's top 10 list.
