Why fish quotas are stupid and how I am going to change the law.

So if in a year x amount of say cod is landed, any cod caught after that have to be thrown, dead, back into the sea. If they are landed the skipper pays a fine. Great, good for fish stock, it stops them being erroded. Or does it? So, a boat goes out for sole, catches one cod, but cant land it. How stupid! The sole fisherman isnt going after cod, and tyo throw a fish dead back into the sea is criminal. Instead, and here is the new law, a boat should be able to land up to 5% of its weight in fish that are over quota. Of course a cod fisherman cant go out and catch cod, because its his prime target. But any accidental catches can be landed. In fact one could do the same for undersized fish. If 5% of a non target species is undersized it can be landed. After all, a net intended for small fish will catch young fish opf a bigger species. But a small percentage snows no INTENT to catch undersized, or over quota fish. Why the hell didnt they consult me when they wrote these laws? I should be in power! Must write to my MEP about this, if I knew his name...
