There probably should not be a law, but it is also in the infant's best interest. The infant not only gets nourishment, but also gets anti-bodies from the mother, preventing many infections etc.

no, I don't think it should be a law anymore than eating healthy should be a law. The idea of making it a law reminds me a bit of prohibition, but in reverse. But, continuous education on the subject would be good (read: propaganda), just like the propaganda not to drink irresponsibly or not to smoke.
