            It's in Quick Answers section. Since a few days you can reply to a comment on a question/answer.

            If you can read this, you don't have Papyrus installed

                  As i added to previous reply: Is it just me that feels it should have been easier and more user friendly to create a few more general forums with tagging and filtering support. Say for example programming, database, frameworks, mobile, infrastructure and lounge.
