You can always use their name. It might not be accurate or appropriate, but not having a picture would not stop you.

We don't even have name tags here. I've been here for 5 months and know maybe 7 people's name's and face's. My old job had a directory with photos, all the younger ladies requested to not have their photo on it for some reason. I do remember an occasion when a creepy guy made a puppet and pasted the face of my coworker on it. He ended up getting fired for many other reasons, but that didn't help.

I've just joined a company with seventy people in the Johannesburg office. Nearly everybody knows my name, because I came in a crowd of one. I was introduced to as many as possible of them in a crown of fifty odd. I'm normally quite good with names, better than average, but in cases like this I have to apply special tactics. I try and get people to use other people's names, consult the Global Address book to confirm a partially heard name, and scrutinise meeting invites, inter alia.
