                  The two countries nearest are probably Iran and North Korea. The latter has the technology but probably cannot afford to actually build the device whereas Iran has access to a lot of former USSR technology and money to pay for it.                                 I would not be suprised if any of the following reveal they already have them in the next 5 years . Japan, Indonesia, Nigeria, Brazil, Bangladesh, Egypt, Syria, Iran, Georgia (sp), Canada, Argentina, North Korea, South Korea, Burma, Vietnam, Zimbabwe.
