          At least he's walking his dog. Do many owners neglect their dogs by depriving them of daily exercise.

              I've seen people do this in my town (small town of 1600 people). It's always with large breeds (labs, retrievers) that like to run alongside. They generally use a very long leash. In most cases, this is the only opportunity the dog has to actually run as far or as fast as it wants to.

                  Because (presumably) he was holding the leash with one hand. This is considered to not be in proper control of a vehicle in the UK.
